Hiring Influencers in Dubai: What It Costs and What the Law Requires

8 min readShare on WhatsApp, X, LinkedIn

Quick summary ↝What Dubai creators charge in 2026, in AED and USD, the permit and disclosure rules a brand has to check before paying, and a worked AED 32,000 launch budget.

Hiring Influencers in Dubai: What It Costs and What the Law Requires

Quick answer: Dubai agencies publishing 2026 rates put a micro influencer (roughly 10,000 to 100,000 followers) at about AED 1,500 to 5,000 per post and a mid-tier creator at AED 5,000 to 15,000, with agencies adding 15% to 30% on top. A UGC video for your own ads runs about AED 300 to 1,500. Before you pay anyone, check the creator holds a valid UAE Advertiser Permit and that every post is clearly marked as an ad: both are legal requirements, not etiquette.

This guide is for a brand selling in the UAE that wants to book creators without overpaying or breaking the media law. All USD figures use the dirham's fixed rate of 3.6725 to the dollar, pegged since November 1997.

What influencers in Dubai cost in 2026

There is no official UAE rate survey. The best public numbers come from agencies that sell campaigns, so read them as sellers' price lists, not audited data:

Format changes the price. Tikit says Stories often cost 40% to 60% of a micro creator's feed post rate, and for macro creators a Reel often costs 1.2x to 2x a feed post. Its TikTok rates run lower: AED 1,500 to 4,000 for a branded video from a micro creator. Elev8or labels its own figures "Modeled estimates, not measured market data", so treat its column as a floor check, not a quote.

The add-ons are where budgets slip. Yamammi lists usage rights at 25% to 100% on top of the post fee, exclusivity at a 30% to 50% bump for 30 days, whitelisting (running ads through the creator's handle) at AED 1,500 to 5,000 a month, and rush fees of 25% to 50%. If you want the content for ads, our guide to usage rights explains how to scope the licence so you are not paying for rights you will never use.

UGC creators cost less, because you post

If you need videos for your own ads and product pages rather than a creator's audience, you are buying UGC. One Hub, a Dubai UGC agency, says rates "typically range from AED 300 to AED 1,500 per video" ($82 to $408). Our UGC rates in the UAE article breaks that down by experience level, and the Dubai and Gulf UGC market guide explains where those creators work.

The legal side a brand has to get right

The UAE regulates influencer advertising under Federal Decree-Law No. 55 of 2023 on media regulation, its executive regulations (Cabinet Resolution No. 68 of 2024), and a penalty schedule in Cabinet Resolution No. 42 of 2025. The regulator is now the National Media Authority, set up under Federal Decree-Law No. 11 of 2025, which took over from the UAE Media Council. All three texts are listed on the authority's legislation page.

1. The creator needs an Advertiser Permit

The resident permit lets an individual publish advertising content on their accounts "either for compensation or free of charge", so gifted deals count too. It requires a commercial licence and completion of the regulator's training programme. It is free for the first three years, then AED 1,000. A creator flying in for your launch needs the visiting permit instead: AED 500, filed through a licensed UAE advertising agency, valid three months and never more than six in total. Our Advertiser Permit guide walks through the creator's side step by step.

Under the 2025 penalty schedule, publishing advertising content on social media without a permit draws a written warning, then AED 20,000, then AED 50,000, doubling on further repeats. Carrying on after the permit expires costs AED 10,000, then AED 20,000. That is our reading of the Arabic text of Resolution No. 42.

"Brands must now ensure that every influencer they engage is properly licensed or risk campaign disruptions, reputational damage, and significant financial penalties." Sarah Khasawneh, Senior Associate, Pinsent Masons

2. Every paid post must be marked as an ad

Article 33 of the executive regulations sets the advertising conditions, and it applies to persons and establishments, not only to media outlets. In our translation of the Arabic: ads must be clearly identified and kept distinct from other content (clause 6), and anyone promoting or endorsing a product must clearly disclose any material return from a commercial relationship with the brand (clause 7). Ads must not be vague, misleading or exaggerated, and must not promote alcohol or tobacco. Breaking Article 33 is listed in Resolution No. 42 at AED 20,000 for a first offence and AED 50,000 for a second.

3. Some categories need a second approval

Clause 10 of Article 33 says ads for real estate, medical and health products or clinics, securities and financial services, education services and food need approval from the relevant authority first. Running such an ad without it is a separate fine of AED 10,000, doubling on repeat. If you sell in one of these categories, get that approval before the creator films.

What to check before you book

  • The permit number, which holders must display on their accounts. Ask for proof and check it covers your posting dates.
  • For a visiting creator, the name of the licensed agency filing the visiting permit, and its issue date.
  • Real audience in the UAE. Run the handle through the audience quality checker and the engagement rate calculator before you agree a fee.
  • Any category approval your product needs.
  • An invoice from the creator's licensed business, since the permit itself requires a commercial licence.

Agency, direct or marketplace

People searching for an "influencer management agency" in Dubai often mean two different things. A management agency represents creators and negotiates on their side. A marketing agency works for you, the brand. Know whose side the person across the table is on.

For scale: Hypefy describes small UAE campaigns at AED 5,000 to 20,000 and mid-sized ones at AED 20,000 to 75,000 ($1,361 to $5,446 and $5,446 to $20,422).

Briefing and contracting checklist for a UAE creator

  • Permit and disclosure written into the contract. The creator confirms a valid permit for the whole posting window and agrees to label every post as an ad.
  • Usage rights. Which channels (organic, paid ads, website), how long, which countries. Price it separately from the post.
  • Exclusivity. Name the competitor category and the number of days. Budget the bump.
  • Language. Say if you want Arabic, English or both, and whether that means two videos or one with subtitles. Two language versions are two deliverables; agree the price for each.
  • Ramadan timing. Ramadan 2027 is predicted to begin on 8 February 2027, with Eid Al Fitr expected on 9 or 10 March, subject to moon sighting. If you want Ramadan content, brief and book in December and January, and check tone and posting times with the creator.
  • Revisions. Rounds included, turnaround, and who signs off.
  • Payment. The amount in AED, what triggers payment, and the invoice details.

Our creator brief template covers the brief itself, and how to hire UGC creators covers sourcing and vetting in more depth.

Product for the creators and any category approvals sit outside this. Fashion accessories are not on the clause 10 list; a food brand or a clinic would need that approval first. To run your own numbers, use the campaign budget planner.

FAQ

How much does it cost to hire an influencer in Dubai?

Dubai agency rate guides from 2026 put micro influencers at about AED 1,500 to 5,000 per post and mid-tier creators at AED 5,000 to 15,000, before usage rights, exclusivity or agency fees.

Do I need a licence as a brand to work with influencers in the UAE?

The individual permit is held by the creator. Your job is to check it, and your own ads still have to meet the Article 33 advertising conditions, including any category approval.

Can I hire a foreign influencer to post during a Dubai visit?

Yes, if they hold the visiting permit. It costs AED 500, must be filed through a licensed UAE advertising agency, and lasts three months, extendable to six in total.

Is an influencer marketing agency in Dubai worth it?

For large launches with many creators, often yes. Published agency fees run 15% to 30% of spend, so for a small campaign booking direct or through a marketplace usually leaves more money for the creators.
