Quick answer: A creator visiting the UAE needs a Visitor Advertiser Permit from the National Media Authority before publishing advertising content, whether the deal is paid or gifted. As listed on 1 November 2026 it costs AED 500, runs for 3 months and can be extended to 6 months in total. It can only be filed through a licensed UAE advertising or talent management agency, so your contract has to run through that agency.
You found a creator in London or Los Angeles. They are coming to Dubai next month. You want to give them a hotel stay and a fee for three Reels. Most of the advice on this reads as if the creator handles the permit alone. They can't. The National Media Authority (NMA) routes the application through a UAE agency and asks for a contract that includes you, the client. That makes this the brand's problem from the first message.
If you are looking for the permit for creators who live in the UAE, that is a different document, and our UAE Advertiser Permit guide covers it. Some NMA pages still say "the Council" because the permit began under the UAE Media Council. The NMA was set up under Federal Decree-Law No. 11 of 2025 and now lists both permits as its own services.
The permit in numbers
These are the figures on the NMA visitor permit service page and the resident permit service page, as listed on 1 November 2026.
| Visiting creator | UAE citizen or resident | |
|---|---|---|
| Cost | AED 500 | Free for the first 3 years, then AED 1,000 |
| Validity | 3 months, extendable, 6 months maximum in total | 1 year, renewable |
| Who files | A licensed UAE agency | The individual |
| Listed processing time | 3 working days | 3 working days |
| Documents listed | Digital ID, passport, personal photo, commercial licence | Digital ID, passport, personal photo, commercial licence |
Three things those pages leave open. The agency's own fee is not listed, so get a quote. The extension needs renewal fees, with no figure given. And the visitor page asks for a commercial licence without saying whose, so ask the agency before anyone assumes the creator needs one.
One planning point. The listed time is 3 working days, but the executive regulation of the media law gives regulators 15 working days to review a permit application in general, and treats silence after that as a rejection. Article 11 does not name this permit, so read it as a reason to keep a buffer, not as the deadline for your case.
What counts: paid, gifted stays and events
The NMA says the permit covers visitors offering advertising content “whether for monetary or non-monetary purposes”. The media law defines an advertisement as content shown to the public to market a product or service, for or without compensation. That is the test to apply.
| Situation | What the official text says | What to do |
|---|---|---|
| Cash fee for posts | Covered | Permit before posting |
| Free hotel stay, meal or product in exchange for content | Covered. Gulf News, reporting the NMA's July 2026 reminder, says the permit applies “regardless of whether the creator is paid in cash or receives products, services, or other non-monetary benefits” | Treat it exactly like a paid deal |
| Flying a creator in to post about your event | No NMA page we read mentions events by name. Content marketing the event fits the law's definition | Our reading: treat it as covered, and confirm with the agency |
| A tourist posting holiday photos with no deal | Not addressed on the pages we read. The definition turns on marketing a product or service | No brand involved, so nothing for you to book |
| A founder promoting their own company | The Advertiser Permit page exempts people advertising their own products or a company they own, through personal accounts | Not your scenario if you are paying them |
Why the agency changes how you book
This is the part brands miss. The NMA's requirements say the visitor must be registered with an accredited agency, and that the contract must be between the advertiser's client and the UAE-based agency, which acts as the visitor's representative. The application then goes in with the relevant contract between the visitor, the agency and the client.
In plain terms, you cannot sign only with the creator and send them off to get a permit. You need an agency in the middle before the application exists. The NMA publishes a list of accredited advertising and talent management agencies on the same page, so check the name there before you pay anyone. One small difference to know: the service page says "licensed advertising agency" while the permit page adds talent management agencies. If yours is a talent agency, confirm it is on the list.
A visiting creator's visa is a separate matter. The permit is described for people entering on a visit visa. If the creator plans to stay and work here long term, the routes are in our Dubai content creator visa guide.

The weeks below are our suggested timing, not legal deadlines. The only time periods from official text are the ones linked above and the filming rule below.
| When | Step | Keep on file |
|---|---|---|
| 6 weeks before arrival | Invite the creator. Say up front that a UAE permit is part of the deal. Check they are 18 or over | Written acceptance |
| 6 weeks | Choose an agency from the NMA accredited list. Get its fee and who pays the AED 500 | Agency quote, list check |
| 5 weeks | Check whether your product needs prior approval (see below). Start that application if so | Approval or a note that none is needed |
| 5 weeks | Sign the contract between you and the agency, with the creator's terms attached | Signed contract |
| 4 weeks | Agency files with passport, photo, digital ID and the contract. Ask about any training the NMA has announced | Application reference |
| 3 weeks | Ask the agency and the venue whether your shoot needs a filming permit | Written answer |
| 2 weeks | Permit issued. Check the name, the handle and the dates against your posting schedule | Copy of permit |
| 1 week | Send the brief with the ad label wording and content limits | Final brief |
| Before first post | See the permit number displayed on the creator's account. Approve drafts | Screenshot |
| Posting | Check each post carries a clear ad label. Log every post date against the permit expiry | Post links |
| Near month 3 | Posts still running? Extend through the agency before expiry, or stop publishing | Extension or end date |
On filming: Article 21 of the executive regulation says land, aerial or marine filming permits, including for advertisements, are applied for 15 working days before filming starts. We could not find a page saying when a creator shooting on a phone in a hotel crosses into this. Aerial shots are the obvious one to ask about. Hence the written answer in the table.
What to check in the content
The permit does not clear the post. Article 33 of the executive regulation and Article 20 of the media law apply to every post, so tell a creator who has never worked here:
- Label it. Ads must explicitly say they are ads, and the creator must disclose any financial return from the relationship with you.
- Prior approval. Real estate, medical and health, securities and financial services, education and food ads need approval from the relevant authority. A restaurant or hotel dining shoot is worth checking under the food line. Our Dubai hiring cost guide has the wider booking checks.
- No alcohol or tobacco. Promotion is banned directly or indirectly. Watch for a resort bar in the background of a hotel Reel.
- Accounts. The permit page says holders display the permit number on their accounts and publish ads only through registered accounts linked to the permit.
- Your own claims. No misleading claims, exaggeration, exclusivity claims or knocking competitors. Those limits apply to the script you hand over.
A contract clause to adapt
This goes into the contract between the brand and the agency. It is a starting draft, not legal advice. Have a UAE lawyer adapt it. Add usage rights terms separately.
Visitor Advertiser Permit. (a) The Agency represents the Creator in the UAE and confirms it is licensed and accredited by the National Media Authority to file Visitor Advertiser Permit applications. (b) The Agency shall obtain the Permit for the Creator before any Content is published, and shall give the Brand a copy showing the permit number and validity dates. (c) No Content shall be published before the Permit is issued or after it expires. If the Campaign Period runs beyond the expiry, the Agency shall apply for an extension before expiry, up to the six month maximum. (d) The Permit fee of AED 500 and any extension fee shall be paid by [Brand / Agency]. (e) The Agency shall ensure the Creator displays the permit number on the publishing account and marks every post clearly as advertising, including where the Creator receives goods or services and no cash. (f) The Brand shall obtain any prior approval required for its product category before the Content is published. (g) If the Permit is refused or cancelled, the Agency shall tell the Brand within [2] working days, no Content shall be published, and the Brand may terminate and recover any fees paid for unpublished Content.
What happens if it goes wrong
The fines sit in Cabinet Resolution No. 42 of 2025. Advertising on social media without a permit draws a written warning, then AED 20,000, then AED 50,000, doubling after that. Continuing on an expired permit is AED 10,000, then AED 20,000. The resolution covers violators among individuals, establishments and media institutions, including free zones.
We are not printing a separate figure for brands, because we have not read a line in the regulation that names a brand booking an unpermitted visitor. What we can say is that you are named in the permit contract, so you are not a bystander. This section explains what the sources say and is not legal advice. Check your own case with a UAE lawyer.
Saudi is a separate licence
A UAE visitor permit is issued by a UAE authority, and it is not Mawthooq. If the same creator also posts for a Saudi campaign, Saudi rules apply on their own terms, and our Saudi Arabia guide covers the licence and the route for foreign creators.

Post your briefFAQ
How much is the advertiser permit in the UAE for a visitor?
AED 500 as listed by the NMA on 1 November 2026, for 3 months. Residents pay nothing for the first 3 years and then AED 1,000. Agency fees are extra and not published by the NMA.
Can the creator apply for the permit alone?
No. The NMA says applications go exclusively through licensed advertising or talent management agencies in the UAE.
Is Dubai different from the rest of the UAE?
The visitor permit is a federal NMA service and its page says nothing specific to one emirate. Abu Dhabi's economic department announced its own licence for influencers and businesses in 2024, so if your campaign is based in Abu Dhabi, ask your agency whether anything further applies.
Does a gifted stay really need a permit?
Yes, if content is published in return. The NMA covers monetary and non-monetary deals, and the law defines advertising as marketing with or without compensation.
What if the creator films here and posts after flying home?
The NMA pages we read don't answer this. Ask the agency in writing, and keep posting inside the permit dates if you can.
